It's a private torrent tracker, and arguably one of the top ones at that. They're widely considered a seeding tracker for the bigger players like BTN and PTP. (That is, if you can get into What.cd and become a power user, you'll get access to their power user forums where you can easily obtain...

I did see that, but from what I understand it is quite an involved process typically taking 6-10 hours, and that it requires a significant bank of knowledge of music encoding, etc.

Yup. I was able to re-activate my account after they came back. All settings, etc, remained intact.
