I've noticed the same thing and sometimes it won't load at all for me. Already looking for an alternative since clients are complaining about their dashboards taking too long to load. At least when it went down for a few months ago it didn't last for days, now it seems like it's been happening...

Exactly - just because the PR is high doesn't necessarily mean it will rank on the first page - what if all the competitors have an even higher PR? :)

It's based off Twitter Bootstrap - which is free and open source so it would be pretty simple for you to create a website that looks almost identical.

It may work somewhat, but don't count on it being a long-term strategy.
