Why isn't the links working?

Thanks alot for your ansering fast. It's a little bit complicated when newbie. I think to start of and try and see how it works ill be doing it like this: Tier 1 - 20 HQ Backlinks. Engines: Articles, web2.0, wikis Tier 2 - Same as one Tier 3 - Only spam. You think its going to work like this?
