Well I see it as in Internet Marketing SEO is oxygen. If you don't know it you just simply die and can't do anything.

add Yoast for wordpress. That is one of the best universal WP plugins.

If you want to make money in long term from a specific site, there really is no magic button. But there are some ways, that you can make quick cash from a website, it just goes down in few days. :) Loook around here, there is tons of tutorials.

Definetly try out yourself, just if you are not a native speaker make sure that the grammar is correct. But people like accents. Look at Arnold Schwarzenegger - GET TO DA CHOPAAAA :D that is legendary.

YOu should go with atlest 600 word articles. But as you said yourself don't make them boring. Add images, split the text in small paragraphs. If you want to make an authority site, I would suggest finding some strong and high quality BL from authority blogs instead of building tiers of links.

Well it isn't about the local scale. It is bad because google sees those kind of links as purchased links and as you may know Google isn't a fan of purchased links. I would definetly discourage your client to do that.

This really sounds like a "Black hawk down" situation. There probably is no recovery from this situation. If there is it will be a long and complicated process. If the site isn't with a lot of rep just move one.
