I have moved several sites to https without losing any traffic or serps. Maybe you did something wrong? Anyway, you should keep your site in https. Google will understand your move in a few weeks, but i dont know about the penalty.
That's too low, so low it means you are doing something very very wrong. Check your site carefully looking for problems with your ad codes, scripts, page loading, etc.
Do the math. Example:
Lets say 1000 visitors will cost 10 bucks.
5% will click on ads. Equal 50 clicks.
.25 cents CPC. Equal 12.5 bucks.
Profit.
This is a best case cenario. Realistically, you won't buy visitors that cheap nor get a CPC that high. You will lose money.
It is good, but the site you create on Blogspot is not really really yours. Blogspot can ban you without any reasons and there is nothing you can do about it.
