OP, I would say it's not like web20s don't work, is more like your list have beed overused and that's why you're not getting any results, try finding some new web2.0s and check if you'll be getting results again
theoretically yes but in reality, not all backlinks are shown, whenever you use ahrefs majestic or gwt there are always some links that ain't showing, and if those links are spammy, domain could be banned, but let's hope this is not the case :)
as it was said, you need to wait for PR update, but I wouldn't concern so much about it it's not the same PR it was 2-3 years ago. about backlinks, if you really want a very quality source of links you really would need to create your own list of sites where you can post them. But for starters...
In my opinion it's all about the niche, if you're doing not-so-much-competitive niche you probably will end nicely using unique and spun altogether, but when it comes to very competitive uniqueness is the way to go
It's really up to how many of them you wish to create. I myself was able to create about 4-5 accounts on several web2.0's each, with just a single IP and never got banned
But it won't hurt to use always different IPs, it's more secure that way

point 2 not so much, it's really different (a bit) for each domain, sometimes domains are dropped because there isn't much to do with them anymore (ex company died)
