Unless I'm missing something or misunderstanding, I think the question doesn't really matter because you can just login to Google Search Console and add your sitemap to it. Then it will index your site automatically within probably a few minutes or something.

So a content-locker gated by a survey form. Do you want this content-locker to use a specific survey plugin, or to be able to connect to a third party website where the survey is filled out? Or are you thinking of a content-locker that comes with its own survey option built in?

You can still post links if you're Level 3. All of them are no-follow though, as far as I'm aware. Surprisingly enough, they still seem to be doing good in terms of users activity. I'm sure it could be useful for something, but depends as always on what you're doing.
