just post on the 4k, with a picture you'd normally post on that account, to follow your new account (12k) and that you'll be using this account as a backup. (more people will follow the 12k)

I think what you're saying is that you're wondering why is it better to mass follow on a small number of accounts over only following a little on a large number of accounts? In my personal history/use of twitter, I've gained more followers from mass following/one day than just following a small...
