I would say most people that would do that, might also have pop up blockers already installed.
A lot of it is also going to depend on how experienced people to your site are.
This is where testing and re-testing comes into play.
It's important to have a GOOD effective pop up. You can't just pop something at random.
I agree with using a cookie based pop up that only pops the first time they visit your site.
Other than that, they've already told you "no" and have left the site, why not make a final attempt at something...
