HostGator is the best, it's already mentioned but, in my opinion GoDaddy sucks at hosting too. Use GoDaddy for domains and HostGator for hosting, that's all ! Also Fat Cow isn't fast it's just FAT and lags like hell ! :P

As far as i know, you can't export or import your friends in facebook. Only you can transfer your contacts to G+. But i don't know if Google+ have same thing it could be done vice-versa. However i am guessing that you need to adding them by hand, otherwise do things in my first reply, it is...

Indeed, you are safe with proxies or VPN. Just make you sure that don't spam on accounts.

Add your second account in the primary one as friend. And then just suggest your every friend on your main account to adding your blank account.
