PR is a measure of your site's authority, however in this day and age, I'd say PR is a pretty useless metric that doesn't really help differentiate between good and bad websites.

Copied content can just be syndicated content and there are plenty of websites out there that syndicate content that are pretty big. Take zimbio as just one example. It is definitely possible to rank a website with duplicate content as long as its marketed properly.

You can 301 the old domain to the new one but that will just carry over the penalty. In other words, there is no way you can let Google know that your "domain" is from 2006 because it's actually not.
