Hosting will cost you a little money ($10) and buying the domain, maybe another $5. However making the website and marketing it is where you put in the blood, sweat and tears.
If you can provide quality content that people would otherwise not be able to find then go for it. If your just posting easily accessible related videos, people might not stay long. If I were you I would post the video, write a short review and link an affiliate product. I'd say go for something...

Where I live you would die on a scooter. The problem with scooters is they lack enough acceleration to avoid a dangerous situation. I would feel more comfortable on a motorcycle 250cc and up. It's not driving a scooter that is dangerous, it's idiots on the road.
I would probably take some time off and build a little sustainable home. I would only do this if it was away from civilization or at least somewhere peaceful.
