You can build a clickonce application. It queries the server everytime it's opened. Very easy to run. You can make it run from online as well but have it as a desktop app.

I second what homestead said. If you dont' have the patience to learn programming stick with ubot studio/zenno. I personally build everything in C# using libraries. Plenty of good tutorials out there. If you need help just msg me.

Seems very simple. I guess it depends on where the information is located and whether you have to jump through captchas, e-mail confirmations, etc to get to it. If you have some programming experience or you use ubot/zennoposter I can walk you through it.
