unique ip is not the key to front page. everybody uses unique ips for accounts.

those limits are not clear and change all the time. 2-3 weeks ago you could easily follow a few k a day, now not so much anymore. but you should make it natural looking. so limit each to ~30 a day. too much anti-spam measures going on right now with uncertainty.
