It really depends. I personally hate backlinking and find it too time consuming to do myself so I purchase services. I rank fine, but mine aren't competitive keywords (2000-3000 exact searches per month). You can always outsource it as well if you have the patience to train and find someone good.

You don't need coding experience at all to start, although it can come in handy. You can also offer services for some startup money.

You can check out Viglink or Skimlinks to get "around" it. I think you get a flat 6% as opposed to the tiered 4-8%. What happens is that you make sales for them, and they take 25% of the cut. 25% of 8% is 6%.
