Backlinks still matter to me personally, but they won't support poor content as they did before. I have seen decent sites with great internal linking do very well with fewer backlinks.

fwiw I have never really seen footer links make a significant difference on their own. They work great on important pages, but I wouldn’t expect a rank boost from just doing that.
