FB issues one retargeting pixel per account so it's unlikely you have access to your competitor's pixel Of course you can scrape their page or group and run ads to their fans/group members. Then you can then retarget them

Something else to consider is the niche you're writing for e.g. weight loss, health and fitness, etc. Different niches have certain headline templates that work better than others picked at random. Give this a shot...
