It's common for new accounts to be disabled easily, because there's no trust yet. The way I usually do it is to grow the account slowly (natural interaction, full verification), then put it in BM. The slower you go, the longer the account will live.

The solution is to try another card / PayPal, check the country - currency in BM. Most of the time, changing to a standard card will fix the error.
