If you're sending on an exchange it depends on their affiliation. Binance prioritizes Tron/BNB network so their stablecoin transfers are dirt cheap. But the actual cheapest networks are Solana, SUI and some of the other new L1s. All the legacy networks are much slower/more expensive.

Tough to say! Because a lot gets unlocked but it depends on their market maker. People will be looking to short and MMs can liquidate them with a squeeze then distribute. That's the usual playbook. Best of luck if you have any though!
