I don't know, never tried. I know that TOR ip addresses are massively blacklisted by VPS providers especially those where we can pay with cryptos, but webmails, i dont know.

It would be possible through webmails only, to prevent the webmail used several times with multiple spammy-accounts to blacklist your IP... (not sure if many webmails are doing that, but I guess yes - Client IP reputation is probably used by webmails).
