If it is the same business if Google doesn't suspend it immmeidatley - or a competior flags them as duplicate then both could go down. Very risky stragtegy to try to open two GMB's for same business at same address - you could risk suspension of all the GMB's -

Fake Google reviews that have a date of "a year ago"
We are seeing a number of really dodgy GMB profiles cropping up that are linked to one business and have all got clearly fake reveiws that have all been "posted". with the date of "a year ago". My question is, is there a way that they can be creating these profiles and poisting fake reveiws...
