My favorite is as just E-Commerce packages: #1- OpenCart #2 - Magento No need for anymore... If you like Joomla than a must is VirtueMart (especially with 2.0 launching soon in a few days). Zencart/OSCommerce are ugly and bad.

As an outside view, also be alerted to the fact that if the sites are being worked on and he is paying people for work your money may have been used towards the site already. People cannot just procure money out of thin air. I doubt he just stockpiled it and sat on it but again I don't know.
