You could modify your DNS to return Bunny IP addresses in the US to reduce costs. Not sure if that would cause a lot of buffering though. You could throw Edgio in front of Bunny since it's free and will cache everything Bunny has cached.

Are you looking to self-host, or are you okay with using managed services? If your dataset has like 10's of thousands of rows and handles many queries, then I think you might find Planet Scale to be quite expensive considering the fact that you pay for every single row that queries search...
I mean if you load something like $5 on Vultr, they give you a $250 (I think it's that much) credit to use like in the first year. I don't know if you're going to find a solid provider that doesn't require a credit card or debit card. I would be suspicious of any provider offering free VPS...
