You'll have to try many services probably or test on your own to find the right recipe that is able to overcome their algo... but they are probably updating and improving their algo to catch this kind of spam all the time. It's a cat-and-mouse game...

I've seen this too. Links are indexed on search console but are not visible on the SERP. It really started to stick out in the last few weeks. Obviously google is doing/changing how the SERP works...

As people stated, Google does not necessarily follow that metric. In the last month or so especially, ranking volatility is really high and we are seeing a lot of weird things. Pin pointing the exact google Algo is not easy at all.

Sites.google is always stable. I have pages there that last for years, still indexed, some still rank well.
