I think you could be right. From my perspective, the majority of people have been fed a bunch of misinformation about what works. People spend so much time on "SEO tools" that give insights into what needs improving and it basically comes down to create more / better content and get backlinks...
I actually think it would be way easier to build such a tool today. Having made No Hands SEO (the tool they based GSA SER on) such a long time ago and pioneering that type of tool I am sure it would be so much easier today than ever.

There is this video guide about vetting domains. It is specifically about expired domains but the tips apply to all domains. When you have done it for a while you will start to see things that jump out at you.
The main steps, that I use, are look for domains with decent Moz and Majestic stats...
For some reason a lot of bots descend on any topic to do with expired domains, it is they who are making it seem confusing.
As someone that has been servicing domainers (10s of thousands of them) for more than 10 years I guarantee that expired domains still work very well.
