It's not a glitch, it's a youtube partner abuse. He can also turn off flagging, so it's litterally impossible to report him

Trust me, he isn't manually doing anything. I sent over a thousand instant dislikes to his video, not a single one of them stuck or ever showed. The person disliking sees it as a +1 to dislikes, but that's just visual, there are never any dislikes added

Check the video from another account or logged off, and you will see the dislikes is still zero
