I worked with this, but it's not scalable. Imagine changing (or as you call it "sweeping IPs") when you are managing more than 100+ accounts. Imagine opining these accounts one at a time ... My media buyers would burry me alive :D...
Did you register under a private person or company?
I also had similar issues 3 years back, but after I added company details - no issues. Right now I am on 300 domains with them :)

ISP proxies do not work. They are very often seen as datacenter proxies by different websites + their whole subnets get blacklisted very fast.
I recommend mobile or rotating residential. Try https://nodemaven.com - they worked really well. They have some technology to check IPs in blacklists...

I use Stealthfox in Multilogin, and I believe it's a Firefox built browser. As they explained, Google has built a lot of tracking stuff in Chrome, so using a second most popular browser is best option.
You can certainly can start without an incorporated business. But if you do have it, it can certainly bring more benefits, like higher approval rates and expense write offs.
It's best to have a unique card per each account. There are service for this, like pst.net or leadingcard.media.
