If you can forget about 10-15% of targeted traffic then it's obvious. If you can monetize this 10-15% go do some seo for bing. It also depends what your website offers... Primarely focus on the big G.

Create 2 separate landing pages. One for 2 word and onw for 3 word keyword. Do a great on-site, fire up some exact match anchors and be patient with ranks..

To be really honest your site is far from being at least semi good. At least learn a bit about UX and web 2.0 design. Even better CRO basics would help you a bit. And don't forget testing.
