What do you mean by "return" your terminated channel? Update on my copyright claim takedown, contacted the person but they did not reply at all. I think my best bet is waiting 90 days for the strike on my channel to be removed. My views also has tanked because of this. Thanks for the reply!

What I do is I delete the short and reupload it right after if it doesn't perform the first hour. This worked most of the time for me

not sure if this correlates in this context but i often delete shorts and reupload them again if they don't perform well within the first hour, and it works everytime.

in this case, wouldn't it be safer to just delete all the shorts? I wouldn't say I worked hard on the shorts, afterall I am just taking clips from movies and putting a caption over it, so that's why I;m worried that they might not approve me for monetization when they are reviewing.
