I pretty much do what asap1 does too. I buy web 2.0s with some authority behind them and use and indexing service. As for tools, I would go for GSA as well.

I haven't got my payment yet, but I opted for ACH instead of PayPal, meaning that I might have to wait a couple of days for it to post.

I don't think Google takes this into consideration.
