I think you mean phishing right ? I've been doing ads for years and bank means phishing lol. It's almost impossible to keep these types of ass live for a long time. Even with cloaking and high spent accounts it's a risk of lose so much money.

It really depends on what are you doing and yes it's important if you are doing black/grey hat campaigns. I think even new warmed accounts with some cloaking technics gonna help you so no need to buy expensive ones and get scammed lol
