If anyone is facing this issue, I have since found a solution. The problem was Dolphin anty as I suspected. Changing to a different antidetect with premium spoofing has rectified the issue and now all new gmails I create are perfect without being disabled.

Hi, recently I've been receiving this error on fresh gmails created with PVA. I've been using Dolphin Anty and residential IP addresses and after 4-5 days they are getting disabled. I am thinking it's Dolphin and the fact that many are using it for this purpose. Any help would be appreciated thanks.

Change campaign and ad copy setup. This is the reason that you got banned. Over time the policies are regulated differently. So a method or account working some time ago may not necessarily work now.

That has nothing to do with Google Ads and everything to do with the fact that the accounts were made incorrectly and got suspensions triggered.

Using datacenter for management is fine. If you're going to manage a lot of accounts with datacenter IP just make sure the proxies you get are non-sequential. Other than that it should work no issues.
