I think so. btw, $xxxx is a lot for me just to risk if it's sucess. Are they're re-uploading contents? because I think building subscribers with shorts is pretty easy as long as you put good contents, the problem is they're not likely to watch the regular videos.

According to official support from Google, it said "Limits may vary by country/region or channel history. Copyright strikes may impact channel history eligibility. Community Guidelines strikes will affect how much you can upload." Basically every channel is different depend on above criteria.
