Any IPs may get blacklisted on those networks if emails are not sent the proper way. I have clients who has servers for years and some clients who use churn and burn (ie. they don't care blocking) and get a new server when they get blocked.
Depends on the server provider and your content. If you are sending cold emails then use the VPS provider who allows cold-emailing. If your emails are 100% legit then there are plenty of providers to give you SMTP which you can integrate.
Just 2000 emails is not a big deal... Get a domain.. Subscribe with any ESP who give free credits or purchase 2K credits (should cost you much) and send emails... If those emails are spam then keep click tracking off otherwise if your account gets suspended, people will go nowhere by clicking...
