Cant always blame proxy or program language , these endpoints are highly protected . However, ideally start with your proxies, then work you way to if its your requests methods(this can a major reason).

Well vpn is still a proxies so yes, can change ips they provide , but most likely the ASN is banned from tiktok therefore you must use something more reliable such as residential proxies
