So far, pre-roll ads is one of the mechanics I use, instead of having 100's of banners and popunders. Eventually I removed most of the popunders and kept the pre-rolls and increased the CPM cost.

Having dat CPM rates I have now makes ROI part a lot easier. I guess it is just about finding someone who will create websites from scratch and put ads there.

I see that there are 100's of such websites there. Yes, they get banned all the time, but after they are being re-uploaded, so is this so illegal there?

Of course, not :) So far, I have a list of advertisers that want to go onto these site cos they convert pretty well in India right now. And I try to understand how do I create such sites, or try to find the way on how to advertise there using pre-rolls by finding relevant contacts.

Hi, neither mgid or propeller or any other big networks from my experience - don't work with the streaming websites. The best way is to try to sell some of your views to the direct advertisers.
