What limits are you talking about? I'm from france and there is no limit in my account because I provide them all the official document they needed...but if i remember good I had a limit of 2500€ per year (i might be wrong) which is around $3200.

This is exactly what I would do if I had no money and no list, put your reports on marketplace such as jvzoo.com, clickbank etc... and contact possible affiliates on blog/site owners, just make sure you can convert so they make sale, offer 100% commission that way you build a list of buyers...

Do you know aweber? If not, then you need to open an account there and start collecting data. There are others company but I dont remember their name. Try "autoresponder service" in google. :)
