Honestly you could probably get a 3D model made on Fiverr based on some images (which I assume you have?), then get someone to comp and animate it into your video which might be pricier if you don't know how to do it yourself.
You can for sure do this in Premiere by throwing on a 100% crop effect, and then keyframing a mask on top to give you full control of what is revealed when.
Yeah, you're going to want to open a new composition in After Effects and start dragging your images into position to replicate the videos you're referring to.
Read up on keyframing in After Effects, the animation in this video is very simple once you understand what keyframing is.
