    maxmind has geoCitylite that you can download for it has 3.5 million IP Blocks for 226,000 locations around the world. I have used it on sereval websites now and it is great. It is easy to setup into your own MySQL database and create a php script to search.

    My experience is yes. Google is the slowest search engine. Every time I launch a new site. it takes weeks or months and I had one that still is not fully indexed or cached after almost a year.
