I never use fresh accounts. The last I used fresh account was in 2017 aka The glory days of Instagram organic growth. And got 2/3 accounts banned. From what I hear (this is not a personal experience) fresh accounts have a limit of 40/day

Some pages are just for clout, people do it to leverage it into other money making opportunities. Can't say about this particular page though. But if I had a 10M page, I know various ways I could leverage it without ever doing a shoutout on the page.
