It depends on how much time you invest. If you will work on your site SEO every day 3-4 hours so probably you will get to the TOP10 much faster then working 1-2 hours a week In SEO there is no such thing as "how much time it will take", its a huge world with thousands of different parameters...

Wow its very general question, there is a lot programing languages that can do the work. I suggest you to learn PHP and MySQL to make it work on server side with DB's.. Or just pay some one on oDesk or Elance, its a 1-3 hours job
