It sounds to me like you might already know the answer... padding your account with random edits, adding quality content to other random pages (missing stats, updating outdated references, adding new sections, expanding small sections, etc.) before you add a link to your own site might help you...

It will bounce back. Try to build some clean links in the meantime to try to offset some of the dip in traffic. Google will correct the SERPs eventually.

There are a lot of factors so it's kind of difficult to have a straightforward answer. A large factor is the amount of time the length has been expired. You want them to be as "fresh" as possible.

Footer links do not hold as much weight. It also would be fairly unnatural to have a link in the heading navigation. Just put the link somewhere within a page or blog post.
