Always use ePacket. Never promote a product if you dont have epacket. You can see at a glance if it does using the oberlo chrome extension

Try stacking shoutouts, if people see it on 2 or more pages they are more likely to buy. Also aim for 5% engagement as well

try and give it a rest for a few days and see if you can accept a load then. Have you tried just leaving it for a while then trying to do it from your 4g connection. Works sometimes for me
