If you buy traffic from a network you can choose where your traffic is coming from. Other than that you could install a GEO redirect plugin if your using wordpress. If your site is an HTML site you can do it via the .htaccess file do a search for "htaccess redirect based on country ip" I hope...

You could try List Janitor. I haven't used it but after a some research I'm leaning towards it
