It's possible if you register the domain from a domain reseller not the original NIC from that country. You just can make up any name with an address or choose anyone from the white pages.

Maybe you should try a list of keywords (related to the tool) with search volume at G keyword planner and similar tools. Then, withe the results, try a massive search at a domain registrar. In case you fine no domain available, you may try a generic keyword + a short sticky name. Good luck

I think since a couple of years that it is not allowed in the major parking companies. But, it could be done of course with blackhat. The problem is finding a ppc traffic source cheaper thant the clicks paid by the parking company.
