Maybe but they will banned it , Paypal doesn't accept Payoneer but you can link it with your US bank account . But this is not your problem ! You said you want to accept credit cards via Paypal , so while it's not possible in your country it will be possible if you have a US verified account...

I think you can use full verified US paypal in order to accept Credit cards
