You would have to develop a script and run the accounts. There are services for these on BHW where you get real-like accounts to like your pic as soon as you post.

It's just a guess about the desktop. May be they are just trying to make it userfriendly. As for the detailed time of posting for posts earlier than a week, I haven't experienced it yet.

Instagram has always been a mobile app, though recently they added the explore feature onto browsers, so yes they might transition into desktop in the next year. Even then, the app will be a sizeable amount of their traffic.

It's true. The new update doesn't have log out. Moreover the multiple account feature is no longer available, i.e. the "add account" is no more. All those using multiple accounts on same device, tread with caution.

*UPDATE* Account 1 - 13012 (+315) Account 2 - 554 (+198) Account 3 - 61 (+22) Total - 13627 (+535) Getting great engagement now. 350+ on account 1 with 30+ comments. 50+ on account 2 with 20+ comments.
