FL doesn't limit how many photos it likes per person, it finds pics based on the search options you provided and doesn't discriminate how many pics you've already liked of that person. You may want to expand you search options to cover a wider set of people, and possibly turn on "Scrape only...

FollowLiker will do it - it's probably the most reliable and least expensive way of doing it. You'll need proxies as well, doing it from one IP, whether through the API or not will get you banned. You can also try something like Instagress or GrowMyInsta, but that'll end up costing a lot more...

Just checked, my last set settings were following 200-275/day, unfollowing the same. Aged over a month, but not yet past 3k followers - I think what might have done it was the additional manual mass-unfollowing I was doing (though it may have been the link change as well).
