Make sure you used a different IP address and a different Windows user account (if using Windows) with the new account or they will get associated with the other account and restricted as well.
Just tell your sister to create a new account on her computer and use a different IP address using her phone data for example and that should be enough.
I will add that the more you sell of a particular item, the better the listing will rank. If you have a store, use the markdown manager to put your items on sale, I've noticed that helps a lot ( just increase your prices before if you want, to offset the discounts).
If you mean legal, then yes it is.
One of the issues you need to be careful is if you will be required to collect sales tax based on your state laws. Since you'll be basically reselling an item, the sales tax requirement will apply to you. Check you State laws to make sure.
