Except for the interlinking part, you are doing it fine.

I would recommend hand building tier 1 links, senuke may be good but the rate of link loss is worrying.

Go for domains with pr5+ that provide ******** links if you are only after a handful of them. There are many of them out there, keep looking.

Expired domains with good metrics are great to have, and they could pick up PA/DA once its back live in operation. You may want to duplicate it to retain existing backlinks, but if its has been expired for a while, I wouldnt think that would matter.

I would have removed the articles from the penalized site, waited for google to change its index so articles come up as unique when google and copyscape searched, and then added them to new site to take it from there.

You may have lost some links so continue building more
